The U.S. and Japan signed a deal to open Japanese market access to more than $7 billion worth of U.S. agricultural exports, the White House said Sept. 25. The deal -- announced after President Donald Trump and Japan's Prime Minister Shinzo Abe met at the United Nations General Assembly in New York -- is an initial agreement as the two sides continue negotiating a comprehensive trade deal “in the months ahead,” the White House said.

The U.S. cabinet level position that oversees trade negotiations with other countries. USTR is part of the Executive Office of the President. It also administers Section 301 tariffs.
A recently reached U.S.-Japan free trade deal makes up 90 percent of the losses farmers experienced because the U.S. dropped out of the Trans-Pacific Partnership, said Senate Finance Committee Chairman Chuck Grassley, R-Iowa, during a Sept. 17 call with reporters. "I haven’t seen anything on paper, but according to [the Office of the U.S. Trade Representative], it puts us on this level playing field with our trading partners," he said.
U.S. Chamber of Commerce CEO Tom Donohue said he doesn't believe that the Trump administration will declare victory if Chinese buyers return to buying pork, soybeans and corn. "I don't think it will be an agreement of any type until it's a matter of substance," he said.
Rep. Ron Kind, co-chairman of the New Democrats' trade task force, said U.S. Trade Representative Robert Lighthizer has done a good job on outreach, and sounding sympathetic to Democrats' complaints about enforceability, labor and other issues they want changed in the NAFTA rewrite. But Kind, who was speaking to reporters on a conference call from the Midwest on Sept. 4, said that "for some reason there's been a reluctance on sharing paper, putting words down" that would change the trade deal to satisfy these requests.
Five years of data exclusivity for biologics, an end to panel blocking and undefined "mechanisms and resources" to monitor and enforce labor and environmental laws in Mexico are the core of what the House Democrats have asked the Trump administration to change in its NAFTA rewrite. The House Democrats' working group revealed more of what it is asking for in a report sent to the Speaker's office and released publicly July 26. In that report, they wrote, "It is time for the administration to present its proposals and to show its commitment to passing the new NAFTA... ."
House Ways and Means Trade Subcommittee Chairman Earl Blumenauer, D-Ore., said after a June 25 hearing on Mexican labor reform that the Democrats asking for changes to the NAFTA rewrite are asking for changes that are "relatively narrow." "Our hope is we can move with dispatch, get our concerns resolved, strengthen the agreement and move forward," he said, adding that trade deal votes "never get easy, putting them off."
Two top Trump administration agricultural officials said “substantial and immediate purchases” of U.S. agricultural goods are hinging on several current trade deals, but said they haven’t been told of any plan by Mexico to “immediately” purchase large amounts of U.S. agricultural goods, as President Donald Trump alluded to in a June 8 tweet.
Although the Speaker of the House said the administration's decision to send over its Statement of Administrative Action and legal text of the U.S.-Canada-Mexico Agreement was "not a positive step," some NAFTA watchers said this should not be seen as a sign that the administration is trying to force the speaker's hand and demand a vote before the August congressional recess.
A Chinese Foreign Ministry spokesperson sidestepped questions at a Beijing news conference May 17 about media reports suggesting new U.S.-China trade talks are off the table for now. Presidents Donald Trump and Xi Jinping “have maintained contact through various means,” the spokesperson said. The Office of the U.S. Trade Representative didn’t comment. The U.S. and China “intend to continue further discussions,” a USTR notice in the Federal Register said, officially proposing the 25 percent Section 301 tariffs on $300 billion in Chinese goods not previously dutied. Requests to appear at public hearings on the proposed List 4 tariffs are due June 10 in docket USTR–2019–0004 at regulations.gov, and written comments are due June 17, the same day the hearings are set to begin. Post-hearing rebuttal comments are due seven days after the hearings end.
The U.S.-Egypt Trade and Investment Council discussed the need for Egyptian labor reforms, and the U.S.'s desire that Egypt improve intellectual property protection, implement the World Trade Organization Trade Facilitation Agreement and that Egypt strengthen its border enforcement. The readout of the meeting, provided by the Office of the U.S. Trade Representative late April 12, said the two countries are looking to promote greater reciprocal market access for agricultural and industrial goods. "In this vein, the United States and Egypt are collaborating on the development of scientific, risk-based food safety practices consistent with international guidelines of the Codex Alimentarius Commission," USTR said. The U.S. praised Egypt for relaxing domestic ownership requirements for express shipping companies and Egypt's decision to accept U.S. motor vehicle safety standards. Between the Generalized System of Preferences and Qualifying Industrial Zones programs, about $1 billion of Egyptian exports to the U.S. enter duty free, USTR said.
