Consumer Product Safety Commission announced on Aug. 10 the following voluntary recalls:
The Consumer Product Safety Commission released a business guidance on "fidget spinners," a popular spinning toy. The guidance includes information on various standards that may apply to different types of spinners. The agency also described the certification requirements for importers and manufacturers. "If your fidget spinner is a general use product, not primarily intended for use by children 12 years of age and younger, then no certification is required," it said. "If your fidget spinner is primarily intended for use by children 12 years of age and younger, then it is a children’s product, and manufacturers and importers must certify in a Children’s Product Certificate (CPC) that the product complies" with several testing and labeling requirements. "Once you have created the Certificate, you are required to provide it to any distributors or retailers with which you may be working. You do not submit it to the CPSC; however, the Certificate must accompany any shipments, and must be produced to Customs & Border Protection (CBP) or CPSC, upon request," the CPSC said.

The Consumer Product Safety Commission will allow for oral comments during a Sept. 14 meeting on whether to ban "several categories of products containing additive organohalogen flame retardants," the agency said in a notice. Several consumer advocacy and medical associations requested that the CPSC declare any children’s products, upholstered furniture, mattress or mattress pad or electronic device containing organohalogen flame retardants to be “banned hazardous substances” under the Federal Hazardous Substances Act in 2015 (see 1508190025).
