Huhtamaki, Inc., challenging CBP's denial of its protest claiming its plates, bowls and clamshell containers of molded bamboo pulp classified under Harmonized Tariff Schedule secondary subheading 9903.88.03, which carries a 25% Section 301 duty, should enter duty-free under secondary subheading 9903.88.67. # 25-00083.
