BIS Making Progress on Possible Changes to Space-Related Controls

The Bureau of Industry and Security last week completed rounds of interagency review for two rules that could revise its space-related controls.

One interim final rule (see 2409160003) would make “revisions to space-related export controls for changes made under Commerce authorities.” BIS sent the rule for interagency review Sept. 13 and completed the review Oct. 10. No further information was released.

Another rule (see 2409200022) could propose updated controls for certain launch vehicles, guided missiles, ballistic missiles, rockets, torpedoes, bombs and mines, as well as spacecraft and related articles. It could also propose a new License Exception Commercial Space Activities (CSA), though the agency didn’t release more information about what that exception would entail. BIS sent the rule for interagency review Sept. 16 and completed the review Oct. 10.
