CBP Again Delays Deadline for DIS Filing Option Before EEM Mandate

CBP is again extending a deadline to allow users more time to continue submitting certain documents through the Document Imaging System in preparation for the agency’s upcoming Electronic Export Manifest mandate (see 2207290035 and 2209150014), the agency said in a CSMS message last week.

DIS will now continue accepting submissions of “Form 1302A Cargo Declaration - Outward with Commercial Forms” through April 1, CBP said, six months beyond the scheduled Oct. 1 deadline. The agency has delayed the deadline multiple times (see 2209200080 and 2303130012).

CBP said it's continuing to see more participation in EEM and the extension will give users more time to “adequately program and test with their assigned CBP Client Representatives." Traders "currently programming and testing should work towards transitioning over to submitting 100% EEM prior to April 1, 2025."

The agency said it will announce the EEM mandate through an upcoming notice of proposed rulemaking in the Federal Register. "After the announcement, CBP will move to disallow the DIS as an acceptable means to submit the export manifest i.e. CBP form 1302A and its associated documents."
