Passenger Vehicle and Light Truck Wheels Not Covered by AD/CVD Orders on Trailer Wheels, Commerce Affirms

Passenger vehicle and light truck wheels imported by Allied Wheel are not covered by antidumping and countervailing duty orders on steel wheels from China, the Commerce Department said in an Aug. 21 scope ruling. It said it was relying on a number of prior, similar rulings, as well as the physical characteristics of the wheels in question.

The department said the wheels have diameters of 15 to 16 inches and widths of 5 to 7 inches. Unlike the merchandise covered by the AD/CVD orders, Allied’s Wheels aren’t meant for trailers or towing anything, it said.

For example, it said, the importer’s wheels had different hub bore sizes than those described in the orders. The wheels also attach differently, meaning they can’t be used on trailers but are typical for passenger vehicles and light trucks.

The wheels are also marketed as passenger vehicle wheels and sold through retailers and e-commerce, not through distributors or assembly channels, and they meet the safety standards for passenger vehicles.
