The following are short summaries of recent CBP NY rulings issued by the agency's National Commodity Specialist Division in New York:
N340530: The tariff classification of a lemon squeezer from China
| HTS: 8205.51.6000, 9903.88.03, 2.2¢/kg + 5% + 25%, “Handtools (including glass cutters) not elsewhere specified or included; blow torches and similar self-contained torches; vises, clamps and the like, other than accessories for and parts of machine tools or water-jet cutting machines; anvils; portable forges; hand- or pedal-operated grinding wheels with frameworks; base metal parts thereof: Other handtools (including glass cutters) and parts thereof: Household tools, and parts thereof: Of aluminum.” |
| Item: A hand-held lemon squeezer. It is made of powder-coated aluminum and consists of two rubber-grip handles that end in two hinged domes. Both domes face the same direction and the outside of the smaller one fits inside the larger one when the tool is in a closed position. To operate the lemon squeezer, half of a cut lemon is placed pulp-side down onto the outer surface of the smaller dome. The user then brings the handles together and squeezes tightly until the lemon juice is fully extracted. |

The palm side of the glove, as well as the backside thumb and forefinger, features a three-ply construction consisting of an outer layer of brushed woven cotton, a center layer of knit fabric and an inner layer of woven fabric. |

| Item: A sterile angiographic syringe kit housed in a high-impact polystyrene tray and consisting of one or two angiographic syringes, tubing with two Luer connectors and two dust caps (tubing assembly), a filling spike (spike body and spike sheath) with a dust cap and a vent cover cap (spike assembly), and/or a filling straw. There are two types of syringes. Type 1 is composed of a protective cap, a helical luer nut, a blue umbrella, a plunger seal, a lower cover, a piston cover and a syringe barrel. Type 2 has similar components but without the blue umbrella and the lower cover. The protective cap, helical luer nut, blue umbrella, plunger seal, lower cover, piston cover, syringe barrel, tubing with two luer connectors, spike body, spike sheath, dust caps, vent cover cap, and filling straw are made in China. The packaging materials (tray, Tyvek pouch, Tyvek label, master carton and inner carton) are made in Costa Rica. |
