USDA Makes Determination on WTO Tariff-Rate Quotas for Raw Cane Sugar
USDA has determined the total amounts of WTO tariff-rate quotas for raw cane sugar and certain sugars for FY 2025. The agency established that from Oct. 1, 2024, to Sept. 30, 2025, the in-quota aggregate quantity of raw cane sugar will be at 1,117,195 metric tons raw value (MTRV), while the FY 2025 in-quota aggregate quantity of certain molasses (or refined sugar) will be at 232,000 MTRV. USDA's notice will be effective on June 14, the date that it will be published in the Federal Register.
Additional U.S. Note 5, Chapter 17 in the Harmonized Tariff Schedule (HTS) authorizes the secretary of agriculture to establish the in-quota tariff-rate quota (TRQ) amounts (expressed in terms of raw value) for imports of raw cane sugar and certain sugars, syrups and molasses that may be entered under the subheadings of the HTS subject to the lower tier of duties during each fiscal year. The Office of the U.S. Trade Representative is responsible for allocating these quantities among supplying countries and areas, keeping in mind the TRQs for raw cane sugar and refined sugars that must be met to comply with obligations under international trade agreements.
