Census Offers AES Tips for Carrier ID Issue, Air Mode of Transportation Error

The Census Bureau April 19 emailed tips on how to address the most frequent messages generated this month in the Automated Export System. Response code 119 is a fatal error for when the carrier ID is reported but the mode of transportation code “indicates a carrier code is not allowed,” Census said. The agency said a carrier ID isn’t allowed to be reported for modes of transportation other than vessel, air, rail or truck. The filer should verify the mode of transportation, correct the shipment and resubmit.

Response code 851 is an error for when the "mode of transportation of air" is “improbable” for the commodity and its reported Schedule B/Harmonized Tariff Schedule Number. Census said certain products are “highly unlikely” to be exported through air transportation, which could indicate either a “keying error or misclassification of the product.” The filer should verify the mode of transportation and the Schedule B/HTS Number, correct the shipment and resubmit if necessary. If the information is verified correct as reported, no action is necessary, Census said.
