BIS Denies Export Privileges for 3 Convicted of Illegally Exporting Defense Items

The Bureau of Industry and Security revoked export privileges for three people for illegally exporting defense goods without licenses, according to Aug. 9 orders.

Roger Sobrado was convicted Sept. 5, 2019, after illegally exporting technical data controlled under the International Traffic in Arms Regulations, BIS said. Sobrado exported the data, which was designated as a defense article on the U.S. Munitions List, without a State Department license. Sobrado was sentenced to three years in prison, three years of supervised release, and ordered to pay a $300 fine and just over $8 million in restitution. BIS denied Sobrado’s export privileges for 10 years from the date of conviction.

Oben Cabalceta was convicted Sept. 18, 2019, after he also illegally exported ITAR-controlled technical data without a State Department license, BIS said. Cabalceta was sentenced to 42 months, two years of supervised release, and must pay a $200 fine and about $1.89 million in restitution. BIS denied Cabalceta's export privileges for 10 years from the date of conviction.

Armando Antonio Perez Cepeda was convicted Jan. 10, 2019, after he helped sell and transport a defense article while knowing the item was intended to be illegally exported, BIS said. Cepeda was sentenced to four years probation and must pay a $100 fine. BIS denied his export privileges for three years from the date of conviction.
