UK Updates ISIS, China Sanctions and Guidance on Financial Sanctions Breach Penalties

The United Kingdom's Office of Financial Sanctions Implementation published updates to its sanctions listings. For its ISIL (Da’esh) and al-Qaida listings, OFSI amended the information for Noureddine Ben Ali Ben Belkassem Al-Drissi. For Xinjiang, China-related restrictions, the agency amended the information for Mingguo Chen, Mingshan Wang, Junzheng Wang and Hailun Zhu.

OFSI also replaced its 2018 guidance on monetary penalties for breaches of financial sanctions with an updated version, according to an April 1 notice. The guidance explains powers given to Treasury in the Policing and Crime Act 2017 that allow the agency to levy fines for sanctions violations, summarizes OFSI's compliance approach, provides an overview of the agency's assessment practices, details the process for deciding the level of penalty, and explains how businesses or individuals can comply with the fines, including how to pay and appeal them.
