OFAC Sanctions 18 People, Six Entities for Human Rights Violations
The Treasury’s Office of Foreign Assets Control sanctioned 18 people and six entities under the Global Magnitsky Human Rights Accountability Act for human rights violations, Treasury said in a Dec. 10 press release. The people are located in Burma, Pakistan, Libya, Slovakia, the Democratic Republic of the Congo and South Sudan, and the six entities are all located in Slovakia.
OFAC designated four Burmese military officials for human rights abuses against ethnic minority groups: Min Aung Hlaing, Soe Win, Than Oo and Aung Aung. OFAC also designated Rao Anwar Khan, the senior superintendent of police in Pakistan’s Malir district; Mahmud al-Warfalli, a commander in a Libyan militia; and Marian Kocner, a human rights abuser in Slovakia, along with six of his companies: Hotel Holding, S.R.O., International Investment Development Holding A.S., International Investment Hotels Holding A.S., Sprava A Inkaso Pohladavok, S.R.O., Sprava A Inkaso Zmeniek, S.R.O., and Tranz-Tel, A.S.
The agency also sanctioned six members of the Congo’s Allied Democratic Forces: Musa Baluku, Amigo Kibirige, Muhammed Lumisa, Elias Segujja, Kayiira Muhammad and Amisi Kasadha. Also sanctioned were five people associated with human rights abuses in South Sudan: Abud Stephen Thiongkol, Malual Dhal Muorwel, Michael Kuajien, John Top Lam and Angelo Kuot Garang.
