FCC rules requiring closed captioning of video clips delivered using IP take effect Sept. 4, the FCC said Wednesday in a public notice (http://bit.ly/1mmWsAB). There are three separate compliance deadlines (CD Aug 6 p15). By Jan. 1, 2016, closed captioning is required where the clip contains a single excerpt of a captioned TV program “with the same video and audio that was presented on television,” it said. Jan. 1, 2017, is the compliance deadline for montages, and July 1, 2017, is the deadline for clips shown live or near-live on TV, it said.
