China Steel Grating: Final Affirmative CV Determination
The International Trade Administration has made a final affirmative countervailing duty determination that countervailable subsidies are being provided to producers and exporters of certain steel grating from China.
CV Liquidation Suspended Through March 2
The ITA has instructed U.S. Customs and Border Protection to suspend liquidation of all entries of steel grating from China with a time of entry on or after November 3, 2009 through March 2, 2010.
CV Liquidation Reinstated and No Cash/Bonding as of March 3
The ITA has also instructed CBP to discontinue the suspension of liquidation for CV duty purposes, and the collection of CV duty cash deposits or bonds, for subject merchandise with a time of entry on or after March 3, 2010.
CV Liquidation to be Suspended Again, Cash Deposit, if CV Order Issued
If the International Trade Commission issues a final affirmative injury determination, the ITA will issue a CV duty order and order CBP to resume the suspension of liquidation of entries of steel grating and to require a cash deposit on all such entries equal to the revised CV duty rates listed below.
Note that Ningbo Jiulong’s CV duty rate is significantly increased from the preliminary determination rate, as the ITA is now using adverse facts available in determining its final CV duty rate. Because Ningbo Jiulong is the only respondent in this CV duty investigation, its CV duty rate is also the all others rate.

If the ITC determines that material injury, or threat of material injury, does not exist, this proceeding will be terminated and all estimated duties deposited or securities posted as a result of the suspension of liquidation will be refunded or canceled.)
