ITA Fact Sheet on Final AD/CV Rates for China Wire Decking

The International Trade Administration has issued a fact sheet announcing its affirmative final determinations in the antidumping and countervailing duty investigations of certain wire decking from China.

As a result of the final AD duty determination, the ITA will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on the final AD duty rates below. Should the International Trade Commission issue a final affirmative injury determination, the ITA will also instruct CBP to collect a cash deposit based on the final CV duty rates below.

Final AD Rates Range from 14.24% to 143.00%

In the AD investigation, the ITA has found that Chinese producers/exporters have sold wire decking in the U.S. at 14.24% to 143.00% less than normal value.

Mandatory respondents Dalian Huameilong Metal Products Co., Ltd. (DHMP); and Dalian Eastfound Metal Products Co., Ltd. and its affiliate Dalian Eastfound Material Handling Products Co., Ltd., will receive final AD duty rates of 17.75% and 14.24%, respectively.

Three other companies qualified for a separate rate of 16.00%. All other Chinese producers/exporters will receive a final AD duty rate of 143.00%.

Final CV Rates Range from 1.52% to 437.11%

In the CV investigation, the ITA has determined that Chinese producers/exporters have received net countervailable subsidies of 1.52% to 437.11%.

Mandatory respondents DHMP and Eastfound Metal will receive CV duty rates of 1.52% and 3.55%, respectively.

Those companies which were non-responsive to the ITA’s quantity and value questionnaire will receive an adverse CV duty rate of 437.11%. All other Chinese exporters will receive a final CV duty rate of 2.54%.

ITC to Issue Final Injury Determinations in July 2010

The ITC is scheduled to issue its final injury determinations on or about July 2010. If the ITC makes affirmative determinations that imports of wire decking from China materially injure, or threaten material injury to, the domestic industry, the ITA will issue AD and CV duty orders.
