CV: Turkey Certain Welded Carbon Steel Standard Pipe
The International Trade Administration (ITA) has issued the final results of its countervailing (CV) duty administrative review of certain welded carbon steel standard pipe from Turkey for the period of January 1, 2005 through December 31, 2005.

(a) The ITA has calculated a final de minimis CV duty rate of 0.23% for Borusan, therefore, the ITA states that it will instruct U.S. Customs and Border Protection (CBP) not to collect CV cash deposits on shipments of the subject merchandise; however, suspension of liquidation will continue;
(b) For all non-reviewed companies, the ITA states that it will instruct CBP to continue to collect cash deposits at the most recent company-specific or country-wide rate applicable to the company. Accordingly, the cash deposit rates that will be applied to companies covered by this order, but not examined in this review, are those established in the most recently completed administrative proceeding for each company. These rates shall apply to all non-reviewed companies until a review of a company assigned these rates is requested.

Assessment Instructions for the Review Period (01/01/05 - 12/31/05)
The ITA states that it intends to issue assessment instructions to CBP 15 days after March 22, 2007 to liquidate shipments of subject merchandise by Borusan with a time of entry during the review period, without regard to CV duties.
