AD: Turkey Certain Steel Concrete Reinforcing Bars
The International Trade Administration (ITA) has issued its final results of the antidumping (AD) duty administrative review of certain steel concrete reinforcing bars from Turkey for the period of April 1, 2004 through March 31, 2005.

(a) The AD duty rate is de minimis for Colakoglu (0.27%), Diler (0.02%), and Habas (0.04%). As a result, no AD cash deposit is required; however, suspension of liquidation will continue.
(b) For previously investigated companies not listed above, the cash deposit rate will continue to be the company-specific rate published for the most recent period;
(c) If the exporter is not a firm covered in this review, or the AD investigation, but the manufacturer is, the cash deposit rate will be the rate established for the most recent period for the manufacturer of the merchandise; and
(d) The cash deposit rate for all other manufacturers or exporters will continue to be 16.06%, the all-others rate established in the AD investigation.
The ITA found that Yazici Demir Celik Sanayi ve Turizm Ticaret A.S. (Yazici Turizm) is successor-in-interest to Yazici, one of Diler's affiliated rebar producers (the ITA will inform CBP of this finding and instruct CBP that it should apply to Yazici Turizm the cash deposit rate determined for Yazici in these final results (i.e. 0.00%). This cash deposit rate will apply to all entries of subject merchandise with a time of entry on or after November 7, 2006.
Assessment Instructions for the Review Period (04/01/04 - 03/31/05)
The ITA states that it will issue appropriate assessment instructions for subject merchandise directly to U.S. Customs and Border Protection (CBP) within 15 days of November 7, 2006.
Additionally, the ITA states it calculated certain importer-specific duty assessment rates for subject merchandise, which trade sources note may differ significantly from the AD cash deposit rates listed above (which is a weighted average).
The ITA adds that where companies did not know that the merchandise they sold to an intermediary was destined for the U.S., as well as any companies for which the ITA is rescinding this AD duty administrative review based on certifications of no shipments, the ITA will instruct CBP to liquidate unreviewed entries at the 16.06% all-others rate if there is no rate for the intermediate company(ies) involved in the transaction.
