AD: Germany Certain Cut-to-Length Carbon Steel Plate, Korea Oil Country Tubular Goods, Other Than Drill Pipe

The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty administrative reviews:

(a) preliminary de minimis AD duty rate of 0.16%

1 The ITA notes that AG der Dillinger Huttenwerke argues that it is not affiliated with its U.S. distributor, AIA, a wholly-owned Arcelor S.A. entity, and reported its U.S. sales on an export price (EP) basis. However, the ITA preliminarily finds that Dillinger and AIA are under the common control of Arcelor, S.A.

Preliminary Results are Not in Effect and May be Amended

These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews, which are currently due within 120 days of September 11, 2006 for Germany and within 120 days of August 31, 2006 for Korea, unless extended.
