AD: Romania Certain Cut-to-Length Carbon Steel Plate and Vietnam Certain Frozen Fish Fillets
The International Trade Administration (ITA) has issued its preliminary results of the following antidumping (AD) duty administrative reviews:
(a) preliminary de minimis AD duty rate of 0.07%
1 The ITA preliminarily finds that QVD is affiliated with Dong Thap Food Co., Ltd. (Dong Thap) and Company A1a, and that QVD, Dong Thap and Company A should be treated as a single entity and receive the same rate for purposes of these preliminary results.
1a ITA notes that because Company A's identity is business proprietary, it cannot be disclosed in this notice.
2 The Vietnam-wide entity also includes the following companies that the ITA found were preliminarily not entitled to a separate rate: Mekongfish Company (Mekonimex), Can Tho Animal Fishery Products Processing Export Enterprise (Cafatex), An Giang Agriculture and Foods Import-Export Company (Afiex), Nam Viet Company, Ltd. (Navico), Phan Quan Trading Co., Ltd. (Phan Quan), An Giang Agriculture Technology Service Company (ANTESCO), Anhaco, Binh Dinh Import Export Company (Binh Dinh), and Vinh Long Import-Export Company (Vinh Long).
3 The current Vietnam-wide entity rate is 63.88%.
Preliminary Results are Not in Effect and May be Amended
These preliminary results are not in effect and may be amended in the final results of these AD duty administrative reviews, which are currently due within 120 days of September 11, 2006.
Rescission of Review for One Romanian Company
The ITA states that with regard to two Romanian companies subject to administrative review, producer MS Galati and exporter Metalexportimport S.A. (MEI), it is assigning a preliminary dumping margin to MS Galati only and rescinding the review with respect to MEI because (a) MEI is not the producer of subject merchandise, (b) MEI does not take title to the merchandise which MS Galati exports through MEI, and (c) MS Galati has knowledge of the destination of its subject merchandise exports.
Rescission of Reviews for 18 Vietnamese Companies
The ITA states that due to the withdrawal of review requests, on February 7, 2006, it rescinded its administrative review with respect to 17 Vietnamese companies. In addition, the ITA also rescinded the review with respect to Vietnam Fish-One, which reported that it made no shipments of subject merchandise during the review period.
