The International Trade Administration (ITA) has issued the final results of its countervailing (CV) duty administrative review of certain cut-to-length carbon quality steel plate from Korea for the period of January 1, 2004 through December 31, 2004.

(a) The ITA has determined that a final de minimis CV duty rate of 0.05% exists for DSM; suspension of liquidation will continue, but no CV cash deposit will be required;

(b) For non-reviewed companies with a company-specific rate, the CV cash deposit rate will be the rate for that company established in the CV investigation or the most recently completed administrative review; and

(c) The "All-Others" rate of 3.26% will apply to all companies not previously reviewed until a review of a company assigned this rate results in a rate change.

Assessment Instructions for the Review Period (01/01/04 - 12/31/04)

The ITA states that it will issue appropriate assessment instructions directly to U.S. Customs and Border Protection (CBP) within 15 days of July 10, 2006 and intends to issue liquidation instructions to CBP for entries or exports made during the period of January 1, 2004, through December 31, 2004, without regard to CV duties.
