New Rates, Quantities Released for Extended Safeguard TRQ on Large Residential Washers

Safeguard duties on large residential washers entered under a tariff-rate quota will fall to 15% on Feb. 8, 2021, and then 14% on Feb. 8, 2022, before the newly extended safeguards expire after Feb. 7, 2023, according to annexes to a presidential proclamation released Jan. 19 for publication in the Jan. 21 Federal Register.

Presidential Proclamation 10133 to extend the Section 201 safeguard tariffs on washing machines, issued Jan. 14 (see 2101150049), makes no change to the in-quota quantity for the TRQ, which will remain at 300,000 units quarterly. The extended tariff will fall to 35% for out-of-quota washers entered Feb. 8, 2021 through Feb. 7, 2022, and to 30% for out-of-quota washers Feb. 8, 2022, through Feb. 7, 2023. That continues a 5% annual decrease since the TRQ took effect Feb. 8, 2019 (see 1801230052).

The quantity of in-quota washer parts that enter with no additional duty under subheading 9903.45.05 will increase from 90,000 in this past year to 110,000 units on Feb. 8, 2021, and 130,000 units on Feb. 8, 2022. The proclamation also decreases the out-of-quota rate for large residential washer parts under subheading 9903.45.06 to 35% on Feb. 8, 2021, and to 30% on Feb. 8, 2022, in line with the rate on out-of-quota large residential washers.
